I’m a scholarship (quota) student at a Russian university. Can I transfer to another university to continue my scholarship studies?

In theory, yes. According to the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad, and International Humanitarian Cooperation (Rossotrudnichestvo), university/course of study transfer issues are handled by the Russian Ministry of Science and Higher Education Department of State Policy in Higher Education and Youth Policy (Moscow, 21 Bryusov Pereulok, tel:7 (495) 547-13-07, email: apply@minobrnauki.gov.ru).

Document requirements for foreign nationals seeking transfer:

  • personal statement requesting transfer;

  • official approval of the foreign national’s current university;

  • official approval of the foreign national’s target university;

  • approval of the sending organisation in the transferee’s home country.

The Russian Ministry of Science and Higher Education will decide on the transfer after all the required documents have been submitted.
