* Categories of foreign citizens having the right for admission to the state-funded positions
- Citizens of the Republic of Azerbaijan, the Kyrgyz Republic, Ukraine, Turkmenistan, the Republics of Armenia, Belarus, Kazakhstan, Moldova, Tajikistan and Uzbekistan, residing in the Russian Federation (Agreement 1992).
- Citizens of Georgia living in the Russian Federation (Agreement 1994).
- Citizens of the Kyrgyz Republic and the Republics of Belarus, Kazakhstan and Tajikistan living in those countries (Treaty 1996).

Russian citizens living abroad **
** Russian legislation refers the following categories of citizens to the compatriots living abroad:
- Russian citizens permanently residing outside Russia.
- Former citizens of the USSR and their descendants living abroad.
- Relatives (direct descendants) of people from the Russian Federation, the Russian Republic, RSFSR, USSR and Russian Federation (Federal Law 1999)

*** In this case, we mean the participants in the state programme of voluntary migration to the Russian Federation – adult compatriots living abroad. To confirm the status, they are provided with the state certificates of the established form.
Minor migrants acquire the status of a family member of the programme participants, the data on them are specified in the family member’s certificate.

Both foreigners and Russian citizens can study at Russian universities at the expense of the Russian government or on a private basis.
Study Funded by the Russian Federation
There are three options for enrolment in state-funded places. Candidates can:
- Become a winner of one of the Academic Competitions held in Russia or abroad;
- Pass the Unified State Examination or entrance exams;
- Pass competitive selection for a government scholarship (quota).
Self-funded students
If they have their own funds for study, applicants can select an educational institution and communicate with its representatives. Universities generally ask to send an initial application by email, and to support it with the proper documents.
